📘 FAQs on Instruction No. 03/2025 – Customs – SCOMET Applicability on Polyethylene Glycol

Q1: What is Instruction No. 03/2025 – Customs about?

Answer:
CBIC’s Instruction No. 03/2025 – Customs clarifies that Polyethylene Glycol (PEG), identified by CAS No. 25322-68-3, does not fall under the SCOMET (Special Chemicals, Organisms, Materials, Equipment and Technologies) category. This means no special export authorization is needed for PEG under the DGFT’s current export policy.

Q2: What is SCOMET and why is it important?

Answer:
SCOMET refers to a list of dual-use items — those with both civilian and military applications — that require controlled export authorization from DGFT. It ensures sensitive materials don’t reach the wrong hands or violate international trade regulations.

Q3: What is Polyethylene Glycol and how is it used?

Answer:
Polyethylene Glycol (PEG) is a chemical compound widely used in:
🧴 Pharmaceuticals (as a laxative or in drug delivery)
🧪 Industrial lubricants
🛢️ Personal care & cosmetics
Because it has diverse commercial applications, clarity on its export classification was essential.

Q4: What is the CAS No. 25322-68-3?

Answer:
CAS No. 25322-68-3 is the unique identifier for Polyethylene Glycol in the Chemical Abstracts Service database. It helps ensure that global stakeholders reference the same compound across customs and trade transactions.

Q5: Do I need any DGFT or SCOMET license to export Polyethylene Glycol?

Answer:
✅ No. As per the DGFT Office Memorandum dated 27.03.2025, and clarified in Instruction No. 03/2025 – Customs, PEG (CAS No. 25322-68-3) is not on the SCOMET list. Hence, no SCOMET authorization is required for its export.
